Voucher program shatters records for school choice
The Texas Education Freedom Accounts (TEFA) program has ignited a historic, record-shattering demand for school choice, with more than 100,000 students applying in just under two weeks.
Launched by Gov. Greg Abbott under Senate Bill 2, the $1 billion program offers parents roughly $10,000 annually to pay for private school tuition or educational expenses.
The initiative, which opened applications on Feb. 4, is designed to give families, especially those with special needs or lower-to-middle incomes, more control over their children’s education.
Applications are not handled on a firstcome, first-served basis, and families can apply through the official portal, educationfreedom. texas.gov, until March 17.
“Texas families are embracing a new era of educational freedom at historic levels,” said Acting Texas Comptroller Kelly Hancock, noting that this is the largest launch of a school choice program in U.S. history.
Funds can be used for such expenses as private school tuition and fees, educational therapies and services, curriculum and instructional materials, tutoring or supplemental education services, and technology (capped at 10 percent).
Roughly four in five applicants are planning to pursue private education, according to information from the Texas comptroller. The program allows for a variety of educational environments, including private schools and accredited homeschooling options.
The program’s rapid expansion has ignited debate. Supporters, including Governor Greg Abbott, argue the accounts empower parents to find the best fit for their children regardless of income.
Critics and public school advocates, however, warn that diverting $1 billion from the general revenue fund could eventually strain public school budgets. While the 2025 Legislature also passed House Bill 2, providing a record $8.5 billion boost to public education and teacher raises, some educators worry the voucher-style program lacks the same academic accountability required of public campuses.
