Grand jury decides not to charge Soule
According to the Gazette, “Russell Soule, 33, of Atlanta, Texas, was released June 7 from Bi-State Detention Center, according to jail records. A letter signed June 7 by Bowie County Assistant District Attorney Katie Carter and entered into court records said a grand jury no billed the case June 6.
“’No bill’ is a term to describe a grand jury’s decision that there is insufficient evidence to indict someone on a criminal charge.”
On March 6, 2024, the Wake Village Police Department announced the arrest of Atlanta resident Russell Soule, 33, in connection with the 2017 homicide of 31-year-old Lindsey Torres.
The incident occurred on September 15, 2017, in Wake Village, Texas, near Texarkana at the Westwood Apartments in the 100 block of Redwater Road. Officers responded to reports of an unresponsive woman. Police state that Torres and Soule were residing together in an apartment within the complex. The autopsy revealed Torres’s cause of death as drowning and other injuries. The exact manner of death could not be determined.
On March 5, 2024, investigators obtained information that implicated Soule in Torres’ death. An arrest warrant was granted and Soule was arrested in Atlanta, then transported to the Cass County jail. The following day, Soule was transported to Bowie County and booked into the Bi-State Jail. Soule was charged with murder for the death of Lindsey Torres.
A no-bill does not necessarily mean that the suspect will not be tried later if more evidence is entered.
The Journal-Sun has reached out to Carter, but at the time of this article, the newspaper has not received a response from the Bowie County District Attorney’s office.
