The Cass County Appraisal District Board of Directors discussed the legality of the directors contacting the appraisal district about property values.  Chair of the board Susan Jackson brought up this issue after presenting to the appraisal review board (ARB).  “We as board of directors by law cannot talk to the appraisal district,
